After some reading on the route you will find some local races. Do not tell anyone that you think always in the kart. Normally, everything is what I have to say is, maps are an important group that will help a lot. At the age of 13, you are in the junior class, 12-15 years old.
A decent used racing kart costs $ 2000-3000, plus another $ 500 or less for the necessary safety equipment, and a few hundred for some tools, a starter, have a kart.
Theres a few things that are in racing karts are important:
Local support to find out 1) - which classes and what the chassis on the local track. There are many different over there, and you are a local kart shop for help.
2) Do not buy outside of eBay or similar sites. The classified section ekartingnews, say, buy it in a safe place.

Check your calendar for kart racing and give em a call;
Local Search for go-kart tracks, so you can hit the road.
Karting is probably the best way to go if you want to enter the competition. First practice with the hire of karts at a track near you for a while to the general matters and whether she wants to keep it. If so, you can join a club to get more serious. In general, where there is an indication that there is a club and be able to help you something. Then all you have to do is win races:)
